Who helps semi-basement residents evacuate? Seoul’s companion partners

When a flood advisory or warning is issued, Seoul’s companion-partner program sends neighbors and care officers to help vulnerable semi-basement residents evacuate. The key is how fast an alert becomes people on the move.

How companion partners work

  • Team: around five people — block leaders, neighbors in the same building or within a 5-minute walk, and district care officers
  • Trigger: Seoul’s flood advisory criteria (20 mm in 15 minutes or 55 mm per hour)
  • Action: care officers activate contact lists; partners go to their matched household to help evacuate
  • Scale: plan to match 1,196 households with 2,956 partners in 2024

What residents can prepare

  • Apply for flood barriers and backflow preventers (community center or district flood office)
  • Share evacuation places and contacts with family and neighbors
  • Prepare to leave as soon as a flood advisory text arrives

What is hard on the ground

  • Several rounds of calls slow down dispatch
  • Hard to see who has left and who has been evacuated
