How are flood risk alerts delivered to staff and residents?

Summary

Platform alerts help staff and residents respond, and are distinct from an official alert issued by an institution. Once an observation reaches a threshold the institution has set, staff are notified first, then, following the institution’s procedure, the alert reaches evacuation support staff, residents and facility managers, and the results of their actions are gathered and shown again.

Delivery process

  1. 01

    Threshold reached

Rainfall at an observation point, or the expected risk from the analysis engine, reaches a threshold the institution has set.

  2. 02

    Staff confirmation

The zone appears on the monitoring screen and staff receive an alert.

  3. 03

    Sent per institution procedure

A staff member confirms it, or, under a pre-approved rule, staged messages are sent.

  4. 04

    Field response

Evacuation support staff receive a dispatch request and details about who needs help, people who need evacuation support receive risk guidance, and facility managers receive inspection requests.

  5. 05

    Results tally

Dispatch acceptance, evacuation completion and action outcomes are gathered and shown as progress on the monitoring screen.

Example thresholds: Seoul flood advisory and warning

LevelThresholdDelivered to
Flood advisoryHourly rainfall of 55 mm or more, or 20 mm or more in 15 minutesNeighborhood community centers, district flood-control offices, police and fire services
Flood warningRoad flood depth of 15 cm or more at a road water-level gaugeThe district concerned and field response agencies

Seoul Metropolitan Government’s criteria shown as an example. Actual thresholds and authority follow each institution’s announcements; platform alert levels are set to match them.

Delivery channels

  • Display on the monitoring screen
  • Mobile app notification
  • SMS/email (via a sending channel the institution has contracted)
  • Integration with field alert devices (by agreement with the institution’s systems)

Principles

  • Authority to issue an official alert rests with each institution; platform alerts do not substitute for it.
  • Alert levels and wording are set by the institution and kept as a record.
  • Resident information is used only within the scope of consent and legal basis.
